Soleimani did not belong only to the Iranian people, he belonged to the Muslim community.

He clarified:
What we have seen so far has been a breach of American commitment. The United States has officially violated this agreement.
The President of Iran also reminded that the three European countries present in the JCPOA have not fulfilled their obligations under the JCPOA.

Raeisi emphasized:
The International Atomic Energy Agency has stated 15 times that Iran has fulfilled its commitments. So we have fulfilled our obligations, but they have violated their obligations. They must perform their duties. We have not violated anything.
