Russia's ambassador to the United Nations, Vasily Nebenzia, has denied that Bucharest residents were subjected to violence before Russian troops withdrew.
Nebenzia told a news conference at the United Nations on Tuesday morning:
Britain unilaterally rejected our request for a Security Council meeting on Bucha. The British presidency's position on the Security Council is a disgrace and a stain on its history.
According to Sputnik news agency, he said that the Russian army has never committed and will never commit crimes against civilians.
The Kiev regime is lying about Bucha and trying to provoke us.
The Russian diplomat stressed:
What happened in Bucha is a fictitious operation by the Kiev regime and its Western backers.
Earlier, Russia's top investigator ordered an independent investigation into Ukraine's allegations of killing civilians in the city of Bucha.
