According to the Tass news agency, Nebenzia called on his foreign counterparts to pay attention to the fact that the Ukrainian army has repeatedly deployed heavy weapons in residential areas and is using civilians as human shields, in violation of international humanitarian law.

He said:
We have good reason to believe that all these principles are being systematically violated by the Ukrainian military and militias. There are numerous eyewitness accounts of how the Ukrainian military used civilians as hostages and human shields.

According to this Russian media:
Attendees were briefed on the Ukrainian military's approach to shooting inside civilian apartments and infrastructure. Tanks and other armored vehicles are stationed on the ground floor, with snipers, human-portable missiles, and heavy weapons mounted on the roof, with peaceful civilians literally in between.

Russian diplomats also showed video interviews with Ukrainian civilians who had managed to flee the hostile region. Many testified that the Ukrainian army opened fire on the vehicles of people trying to use humanitarian corridors to leave. A Mariupol woman has vehemently denied rumors that the Russian military was responsible for the explosion at the Mariupol theater.
